Quick Take: lightweight, absorbs quickly
Givenchy's Tone It Tender Moisturing Lotion would be more accurately described as a fluid milk. Its very runny consistency is not akin to a true lotion, and if you were looking for a moisturiser with emolliency or cushion, you will likely be disappointed. It is however refreshing as described.
Given its texture, it is best for normal to slightly dry skin. It is not rich enough for those with truly dry skin, and if you have sensitive skin like me, this highly fragranced product might irritate. My skin did not feel particularly soothed on application after, say, shaving.
If your skin tends towards oily, then this might be all the moisture it requires. Otherwise, I guess it is a "toner" insomuch as a follow-on more traditional moisturiser will be necessary.

Quick Take: gentle
I use Givenchy's Tone It Tender after washing my face to further clean my pores of any dirt that may not have been removed from washing alone. It's amazing what dirt actually comes off on the pad when I use this immediately after washing my face so I know it really works. After using this I put on my makeup for the day and know that I am putting my makeup on truly clean fresh skin.

Quick Take: absorbs quickly, lightweight
This product is gentle which good for my acne and sensitive skin. It also refreshing. I use it before my moisturizer as a extra step to clean my skin.
